This complaint presents an opposing opinion and information disclosure against the recent unreasonable rating upgrade recommendation for games classified on the "Blue Archive" classification date 2021-11-08 under the self-rated game classification number ONES-SM-211108-0001 do.


Currently, your committee is concerned about the "Blue Archive" serviced by Nexon Games in Korea through Play Store (operated by Google Korea LLC.), App Store (operated by Apple Korea LLC.), and One Store (operated by One Store LLC) in Korea. Around the 22.9 month, the rating adjustment was requested.


The game is currently rated for use on the Play Store, App Store, and One Store for over 15 years of age, but the rating will be upgraded due to the recommendation of your committee.


However, this game does not contain scenes that may instill inappropriate appearances and distorted sexual views for students who are introduced as high school students in the game.


The game depicts breasts and buttocks, but the expression is not sexual, and it has been confirmed that there is no direct depiction of and direct depiction of nudity, voyeurism, similar sexual acts, or sexual acts in the game content and included images.




In addition, the game does not meet the juvenile unacceptable rating according to the 'Game Management Committee's Classification Regulations'.




According to the 'Game Management Committee's Rating Classification Regulations', the criteria for ratings that cannot be used by youth are as follows.

B. In the case of expressing sexual acts in the video but not specifically described

H. Reasons that are highly likely to induce users to engage in sexual behavior in the game




In the case of Paragraph A, according to the court precedent on sexuality, 'in terms of sexuality, whether or not it meets the classification criteria for not being available to teenagers can be determined by observing the film as a whole, and not only the degree of body exposure and expression of sexual acts, but also the composition and sound delivery of the image. The method, relevance to the movie theme, the weight of sexual expression in the whole film, and the artistic and educational value of the film are comprehensively considered, but the evaluation is objectively and normatively based on the general notion of society, not the subjective intention of the producer. As in the case of items and subsections, the game cannot directly control each character's actions, but indirectly commands the characters. Therefore, it is a game that cannot specifically and directly manipulate sexual behavior.




Due to the above reasons, the "Blue Archive" is far from content that hinders the healthy growth of youth, so I do not meet the juvenile unacceptable rating based on Section 2, Article 8 of the Classification Regulations of the Game Industry Promotion Act. Therefore, we present an objection to the recommendation for rating upgrade.


If there is a reasonable reason for the recommendation to upgrade the rating, we request that the entire classification meeting conducted on the day be disclosed to notify that it is a reasonable decision.
