요새 한-일 관계 관련 이슈에서 이 양반의 발언이 언급되었다고 들어서 찾아보았습니다.

해당 자료는 1904년 출판된 오카쿠라의 저서 『일본의 각성(日本の目覚め, The Awakening of Japan)』 이라는 저서입니다. 메이지 시대에 일본이 벌인 전쟁에 대한 내용이 담겨서 그런지는 몰라도 영문판으로도 출판이 되었던 책입니다. 

논란이 될 수도 있을 거 같은 한국에 대한 내용은 아래와 같습니다. 번역은 파파고로 했는데 너무 이상한 부분은 찾아봤습니다.

Our earliest traditions tell of the god Sosano, brother of our imperial ancestress, settling in Korea; and Dankun, first king of that country, is considered by some historians to have been his son. The third century discloses our Empress Zhingo leading an invasion of the peninsula in order to re-establish our sovereignty, threatened by the rise of a number of small independent kingdoms. Our annals are filled until the eighth century with accounts of our protection over colonies. From this time onward, however, a great change comes over Japan, and all our energy is expended in religious fervor. This age, which witnessed the erection of in numerable monasteries and the casting of the colossal Buddha of Nara, saw the last of our Korean colonies allowed to perish, her appeals for help unheeded by the mother country.

우리의 초기 전통은 우리의 황실 조상(아마테라스)의 남동생인 소사노(스사노오) 신이 한국에 정착했다는 것을 말해준다; 그리고 그 나라의 첫 번째 왕인 단군은 역사학자들에 의해 그의 아들로 여겨진다. 3세기에 이르러서는 우리의 주권을 회복하기 위해 한반도를 침략한 진구 황후가 작은 독립 왕국들의 부상으로 위협을 받고 있다는 것이 밝혀졌다. 우리의 연대기는 식민지에 대한 우리의 보호에 대한 설명으로 8세기까지 채워져 있다. 그러나 이때부터 일본에는 큰 변화가 찾아오고 우리의 모든 에너지는 종교적 열정에 소비된다. 수많은 수도원이 세워지고 나라의 거대한 불상이 주조되는 것을 목격한 이 시대는 우리의 마지막 한국 식민지들이 멸망하는 것을 허용했고, 그녀는 모국의 관심 없이 도움을 호소했다.

The attempted Mongol invasion of the thirteenth century kindled in us a feeling of animosity toward the Koreans who led the Chinese vanguard. Our only act of retaliation, however, consisted in the unique expedition of the Taiko Hideyoshi, who, in the sixteenth century, led an army into Korea to measure swords with those whom he considered as his hereditary enemies.

13세기 몽골의 침략 시도(여몽연합군)는 우리에게 중국 선봉대를 이끌었던 한국인에 대한 반감을 불러일으켰다. 그러나 우리의 유일한 보복은 16세기에 군대를 이끌고 한국으로 들어와(임진왜란, 정유재란) 그가 세습의 적이라고 생각하는 사람들과 검을 맞춘 다이코 히데요시(도요토미 히데요시)의 독특한 원정이었다.

= 일본이 임진왜란을 일으킨 것은 고려 시기에 몽골군과 함께 공격해 온 것에 대한 보복 때문이라고 합니다. 네, 뭐 그렇다고 하네요.

Any hostile power in occupation of the peninsula might easily throw an army into Japan, for Korea lies hke a dagger ever pointed toward the very heart of Japan. Moreover, the independence of Korea and Manchuria is economically necessary to the preservation of our race, for starvation awaits our ever increasing population if it be deprived of its legitimate outlet in the sparsely cultivated areas of these countries.

한반도를 점령하고 있는 적대적인 강대국들은 일본에 군대를 쉽게 보낼 수 있다. 한국은 일본의 심장부를 겨누는 비수처럼 누워 있기 때문이다. 더군다나 한국과 만주의 독립은 우리 민족의 보전을 위해 경제적으로 필요한 일이며, 이들 국가의 희박한 경작지에서 정당한 배출구를 박탈당할 경우 계속 증가하는 인구로 인해 기아가 기다리고 있을 것이기 때문이다.

= 한국 및 만주의 독립과 일본인들의 기아가 무슨 상관인지는 모르겠네요. 뭐 나중에 일본이 한국과 만주를 합병했던 걸 보면 자신들의 점령에 대한 합당한 핑계로 보입니다. 

Under these circumstances, we are compelled to regard our ancient domain of Korea as lying within our hnes of legitimate na- tional defense. It was when the independence of the peninsula was threatened by China in 1894 that we were compelled to go to war with the latter country. It was for this same indepen- dence that we fought Russia in 1904.

이러한 상황에서 우리는 우리의 고대 영토인 한국이 정당한 국방의 영역 내에 있다고 간주하지 않을 수 없다. 1894년 중국이 한반도의 독립을 위협하면서 우리는 중국과 전쟁을 할 수밖에 없었다.(청일전쟁) 우리가 1904년에 러시아와 싸운 것도 바로 이와 같은 독립을 위해서였다. (러일전쟁)

= 청일전쟁과 러일전쟁을 고대 식민지인 한국을 지키기 위해 벌였다고 하는군요.

There were several occasions when we might have taken possession of Korea, but we forbore, in the face of strong provocation, because our wishes were f oij peace. We must remember that the historic spirit that created the Restoration also recalled the fact that Korea was originally a Japanese province, and in the Tokugawa days paid tribute to the shogunate. 

우리가 한국을 점령할 수 있는 경우가 여러 번 있었지만 강한 도발 앞에서도 우리의 소원은 평화였기 때문에 포기했다. (메이지) 유신을 만든 역사적 정신은 한국이 원래 일본의 지방이었고 도쿠가와 시대에 막부에게 조공을 바쳤다는 사실도 상기시켰음을 기억해야 한다.

= 조선과 도쿠가와 막부 사이에 포로 및 국교회복을 위해 사신이 오간 것이 조공을 바친 것으로 바뀌어 있군요.
